If "RTF" file means "Rich Text Format", what does it have to do with Oracle? If you, on the other hand, meant "RDF" (as Reports binary file), that's something different.
I'd use FTP, but - you might also save it onto a USB memory stick, e-mail it, burn onto a CD/DVD, ... there are various options. Although, downloading a file from a server really has nothing to do with Oracle.

If you are using .RTF files for report layouts registered in EBS with an output type of XML, you will need access to the XML Publisher Administrator responsibility. You then can query the Template file (which is the .RTF file) and download it from the server.
