Windows 7
Oracle 9i database

I installed Oracle 9i on windows 7 . Installation completed but when Configuration start it is failed.

Can I configure these services manually

1. Oracle net Configuration assistant
2. oracle database configuration assistant
3. agent configuration assistant
4. Starting oracle http services.

I am not able to login scott/tiger etc.

As far as I can tell, combination of Oracle 9i and MS Windows 7 is not certified so - it is expected to have certain problems. Why did you install 9i on Windows 7? Wouldn't you rather install the most recent database (which is 11g at the moment), or - if you insist on unsupported 9i - choose another operating system?

Yes, I agree you can use Windows XP (SP 2 or 3) which perfectly works with Oracle 9i and 10g (and even 11g although I have not the distance to affirm there will be no problem).

I have notebook Compaq Presario CQ-61 not support Windows XP.

What does that mean? SATA disk? Then either disable SATA mode, or find (AHCI?) driver that will make it possible to install Windows XP onto that computer.

As others have mentioned, Oracle 9i is not supported on Windows 7. However, what you may want to try is to run NETCA through a command prompt. The important point is, with Windows Vista/7 you must do this as an administrator.

If you go through the start menu and find the command prompt icon, instead of left-clicking on it to launch it, RIGHT-CLICK on it and select "Run as Administator". Once the command prompt opens, then type 'netca'.
