How would you send mail by the HTTP protocol? How would you do it without Oracle?
SMTP is the protocol for sending mails, not HTTP.

Go to the Oracle Technology Network (OTN) and search for 'utl_smtp'. There are numerous links, and examples. Try this one http://www.oracle.com/technology/sample_code/tech/pl_sql/htdocs/Utl_Smtp_Sample.html.
