im oracle developer (forms and report 6i).
how can i start learn and use Oracle Discoverer ?
what is the best way ?

Documentation (http://www.oracle.com/technology/documentation/bi.html) and OTN oracle by example (http://www.oracle.com/technology/obe/obe_bi/bi.html).
By the way, from a market perspective, you might want to consider learning OBI EE (enterprise edition) instead of Discoverer. Just a thought...
